“उपजिल्हाधिकारी ते आय.ए.एस.” किंवा “उप पोलीस अधिक्षक ते आय.पी.एस.”
केव्हा न केव्हा, एम.पी.एस.सी./यु.पी.एस.सी. ची तयारी करत असतांना तुमच्या मनात नक्कीच हा प्रश्न आलाच असेल कि एकदा मी “उपजिल्हाधिकारी” झालो तर एक दिवस नक्कीच “आय.ए.एस.” होईल किंवा “उप पोलीस अधिक्षक” झालो तर “आय.पी.एस.” नक्कीच होईल.
हो मित्रा, तू नक्कीच होवू शकशील परंतु त्यासाठी काय करावे लागणार आहे किंवा ते कसे होता येईल ह्या बद्दल माहिती आहे का? नाही? ओके, नो प्रोब्लेम!!
“उपजिल्हाधिकारी ते आय.ए.एस.” किंवा “उप पोलीस अधिक्षक ते आय.पी.एस.” हा प्रवास कसा शक्य आहे?
“उपजिल्हाधिकारी ते आय.ए.एस.” किंवा “उप पोलीस अधिक्षक ते आय.पी.एस.” प्रोमोशन साठी प्रत्येक वर्षी १ जानेवारीला एक ‘सिलेक्ट लिस्ट” तयार करण्यात येते. त्यात नाव समाविष्ट होण्यासाठी खालीलप्रमाणे नियम असतात:
- राज्य प्रशासनिक सेवा/पोलीस सेवा चा सदस्य असावा.
- कमीतकमी ८ वर्षे सेवा (निरंतर) पूर्ण झालेली असावी.
- राज्यसेवत स्थायी (confirmed) झालेला असावा.
- विचारात घेण्यात येणाऱ्या जागांच्या तिप्पट असलेल्या संख्येच्या आत बसणारा असावा, ज्येष्ठते नुसार (within the zone of consideration equal to three times the number of vacancies in the order of seniority).
- वय ५४ च्या आत असावे. परंतु जर मागील “सिलेक्ट लिस्ट” मध्ये नाव होते पण त्या वर्षात “नेमणूक” झाली नसेल तर वय ५४ पेक्षा जास्त असलं तरी चालते.
मित्रांनो, ह्या बाबतीत अजून माहिती मी नंतर टाकेल.
UPDATE: 24 Sep 2016:
State civil services officers will now have to face a Union Public Service Commission (UPSC) test and interview for their promotion to the three All India Services.
Till now, the selection of state services officers into the three All India Services (Indian Administrative Service, Indian Police Service and Indian Forest Service) was being done on the basis of review of their seniority and Annual Confidential Reports (ACRs).
The Ministry of Personnel recently changed the rules for promotion from state services. The move was opposed by some states including Tamil Nadu.
The selection to IAS, IPS and IFoS from states’ services will be made through a 1000 marks four-stage process including a written exam and interview.
As per new norms, a state civil service officer will have to face the written examination comprising two papers – Paper I on aptitude test and Paper II on General Studies and state specific questions.
In addition, there will be an interview and assessment of ACR by a board for such officers.
“A final merit list shall be prepared taking into account all the marks obtained in four components i.e. ‘written examination’, ‘length of service’, ‘assessment of ACR’ and ‘interview’ by all the candidates in the zone of consideration,” the new rules said.
There will be a third written paper on essay, comprehension and precise type only for non state civil services officers in addition to two papers, they said.
The weightage of written examination would be 30 per cent, length of service 25 per cent, ACR 25 per cent and interview 20 per cent, they said.
However, there has not been any cap on the number of attempts.
The rules also leaves to the discretion of authorities to consider bringing down the maximum age for taking the examination by interested candidates.
“The scheme could be reviewed after its implementation for three years,” the rules said.
The Personnel Ministry had in May this year [2013] written to all states seeking their views to make changes in existing rules to select officers from states for three All India Services – IAS, IPS and IFoS.
The move has come on the recommendation of Administrative Reforms Commission and the UPSC which suggested changes in the existing system.

Sir, my strongly wish to become DYSP/IAS/Collector. My DOB is 1 april 1991(open category). I have done my education in MBA. So please you guide me that should I start upsc or mpsc exam? & can I give this related exams??
@Shweta, just replied to your another query. You can start preparation for both or either of these exams. However, I would suggest you to start for MPSC first and after you build your base in humanities subjects, then start for UPSC CS. If you feel to get personal guidance then you can consider joining out PGP (Personal Guidance Program). The details are available under “Courses” menu.

@Dr. Mahesh, yes, you can go for MPSC Rajyaseva exam till the max age limit of 38 yrs. There is no need to choose a subject (this pattern has been changed since 2012).

@Appasaheb, yes, for Open category candidates, max age limit is 38 yrs for MPSC Rajyaseva/STI/Asst Section Officer exam and for reserved categories, it is 43 yrs.
If as a deputy collector(mpsc) I Made very good work in my distric within a 2 to 3 years .
So my question is can I get promosion as IAS within 2 to 3 years for the best work in my distric without waiting for 8 years or seniority !!!

@Abhijeet, as a responsible government officer, you HAVE to work hard and that’s what you people are being selected for. There are certain rules that govern the promotions/cadre enhancement so you need to abide them.

@Suvarna, yes, you are eligible. There is no minimum height requirement for Deputy Collector’s post.
In the notification of mpsc 2015 there is no vacancy for the collector and DSP Officer for the open category is there any chance there can be vacancy in future?
Anytime before this kind of thing has happened when earlier no vacancy for the said post for open category than vacancy was displayed latter on ?

@Chetan, after your degree, you have to apply through MPSC for various exams like Rajyaseva, PSI, STI, etc and then clear all 3 stages (Prelims, Mains and Interview) to get a post.
